MAKING THE BEST INVESTMENT IN OUR FUTURE

Mayor Adrian Fenty has often emphasized his wish that neighborhood schools become centers of community activity. Those of us in leadership positions at Wilson High School believe that the upcoming modernization of Wilson provides the perfect opportunity to create an incredible community resource.

However, the current D.C. Public Schools Master Facilities Plan shows a funding level for Wilson that is obviously inadequate. For instance, the funds allocated are roughly the same as being spent for the modernization of Deal Middle School, which will open this fall with an enrollment about half of Wilson's -- and with 105,000 less square feet than Wilson’s proposed 286,000.

At the proposed level of funding, the city would squander an opportunity to make Wilson a great school and a great community resource. That would be a loss for our kids, for our community, for the city that our school serves and for taxpayers.

Woodrow Wilson High School was built during the Great Depression, opening in September 1935. When funds ran low, cost-cutting measures left Wilson with a building on 11 levels -- resulting in useless corridors taking up space in a constrained building area and limited accessibility for disabled students and faculty (of course, this was prior to federal disability laws). It is the D.C. Public Schools system’s only high school with this daunting and potentially costly modernization challenge. Wilson's gymnasium was built in the 1970s; the corners cut then meant that it was substandard on the day it opened. We cannot allow our students and our community to be shortchanged again.

A conceptual design developed for Wilson over the past year showed how a modernization could create a model school and provide the following in community enhancements:
• a gymnasium built beside the new Wilson pool to provide a neighborhood recreation complex that would provide sorely needed services while achieving long-term economies of scale in operating costs related to management, maintenance, utilities and security;
• a media center accessible to the public during non-school hours for workshops and meetings;
• a new state-of-the-art performing and visual arts center also available during non-school hours;
• new underground parking available after-hours for pool users and attendees of community events.

We believe the existing plan could be implemented comfortably if Wilson’s allocation were equal to at least the average per-pupil level proposed for the other D.C. Public Schools high schools. Instead, what is contained in the plan put forward by the mayor and the Office of Public Education Facilities and Modernization is a funding level that, in the opinion of both architecture and education professionals, would make it very difficult to meet the educational program requirements for a 21st-century school.
Among the city’s comprehensive high schools, Wilson is the largest and most diverse, with a current enrollment of 1,500 (projected at 1,600) students from all wards and all 22 Zip codes. Based on projected enrollment for modernized schools, Wilson’s per-pupil spending is the lowest in the facilities plan for all high schools. Its per-pupil spending is $40,088 vs. an average of $62,029 for the other 12 high schools. What is fair about that? Wilson’s overall budget of $64 million compares unfavorably with recent similar projects in Arlington -- that is, schools that were a combination of rehabilitation and new construction: Washington-Lee High School at $95.2 million (1,500 students at $63,467 per pupil) and Yorktown at $92 million (1,600 students at $57,500 per pupil).

Mayor Fenty campaigned on a promise to make our schools the best in the country. A first-class school needs a first-class building. A fully modernized building, properly designed and built, could provide a top facility for our students, as well as our whole community, and serve the city for the next 75 years. This will be the most important investment made in our community in decades.

We need to work together to make sure that when the final budget is approved, the mayor and the D.C. Council properly fund a modernization of Woodrow Wilson that will provide a vital anchor for our community.

The Wilson community is mourning the death of Ms. Sarah Tilman, an exceptional young teacher whose death following a short illness was a devastating loss. Ms. Tilman passed away on Monday, February 9, 2009. Ms. Tilman was in her third year at Wilson and already had made her mark on the school. Her fellow teachers and other members of the Wilson staff knew her as a radiant, quick-witted, caring and generous colleague. Her students knew her as someone who loved her subject and was able to engage them in her enthusiasm for it. Finally, the parents of her students knew her as someone who cared about their children and worked hard to ensure their success.

We are writing to let you know that a scholarship fund has been established in Ms. Tilman's memory. The Sarah Tilman scholarship will be awarded each year to a student distinguished by his or her love of science. The faculty of the Wilson science department will be responsible for developing the guidelines to be applied in making the award and selecting the annual award recipients. The committee that is working to raise money for the scholarship would like to build a fund of approximately $16,000 to support an annual award of $500 in perpetuity.

If you would like to contribute to the Sarah Tilman Scholarship Fund, your gift of any amount will be gratefully accepted. All contributions to the fund are tax deductible. Tilman, Sarah Louise 27, passed away suddenly and unexpectedly on February 10, 2009, after the flu. Sarah will be remembered by family, friends and students for her enthusiasm for life and her strong, caring and giving personality. She is deeply missed.

Sarah attended St. Louis Park High School and Carleton College. A gifted student, Sarah was driven to help others. She chose a career in education because she thought that all students should have teachers like those who inspired her. Sarah taught at North High School in Minneapolis, then at Woodrow Wilson Public High School in Washington DC. She earned a Masters in Education from American University. She challenged, inspired and loved her students, and the feeling was mutual. Sarah adored her family, and they her. Sarah will be forever loved by her parents, David and Cathie Tilman; sisters, Lisa (Adam and Aimee Strand) Tilman and Margaret (Per) Nelson; brother, Andrew Tilman; nephew, George Nelson; grandmothers, Lauretta Titman and Bertha Baxter; and her many other relatives and friends.

Funeral 11AM Monday 2/16 at WOODDALE LUTHERAN CHURCH, 4003 Wooddale Ave., St. Louis Park with Visitation 3-7PM Sunday 2/15 at the THOMSON-DOUGHERTY MANSION, 2535 Park Avenue, Minneapolis and one hour prior to service at church. Interment Lakewood Cemetery.

Good morning students and staff…there is never a good way to have to communicate the news that I must share with you this morning…it is with great sadness and sorrow that I share with you the loss of one our school community members. We were informed yesterday that Ms. Sarah Tilman passed away suddenly. Ms. Tilman was one of our teachers who taught biology for the last three years in our school. On Monday, Ms. Tilman left school early with “flu-like” symptoms. Yesterday, we received a call from her parents informing us that she had passed away Monday evening. In talking with her parents, their first concern was for her daughter’s students. They were concerned about who would be there to teach her students and how they would handle the loss of one of their teachers. Ms. Tilman was a dynamic and dedicated teacher and person. She had the gift of sharing her love of science while building relationships with the students that she served. She made learning about science and biology fun, exciting, and with a practical application to the lives of the students that she taught. Although Ms. Tilman’s life was short in terms of years, she had a tremendous impact on hundreds of student’s lives that far out weigh the time that she spent on this earth. It is not necessarily the amount of time that one has on earth but what ones does with the time. I can tell you today that Ms. Tilman had a full and productive life. As we mourn the loss of one of our teachers, colleagues, and friends, I believe that Ms. Tilman is in a better place today. I want our students to know that many of our teachers and staff are hurting today because we lost someone that we respected and cared for. Students, I would ask that you be sensitive and compassionate to the adults that you serve you today. For all of us, this is a time of loss in our school community. Whether you knew Ms. Tilman or not, you may be having some feelings of sadness and grief. I want you to know that we are here to support you, to assist you, and to comfort you. We will have available a team of counselors with us today. If you are in need of someone to talk to or just need some time to reflect, we have identified rooms that you can go to. If your classroom is in the lower level or main level, we will have counselors in room 108. On the second floor, you can go to room 200. On the third floor, you can go to room 327. And if you are in the L-wing, you can go to the library.

I want to reassure you that together we will get through this very difficult period. I know that the caring and compassionate spirit that lies within each of us will shine through in the days and weeks to come as we celebrate the life of Ms. Sarah Tilman who touched so many of our lives. Even though we may be feeling sad right now, it is important to remember all the wonderful and extraordinary things that Ms. Tilman accomplished and what she stood for. Today, you can use this opportunity and dedicate yourself to being the best student or teacher that you can because that is what Ms. Tilman exemplified and lived each day. I have asked your teachers to use part of today’s lesson to allow you to talk and to share how this situation may be affecting you. But it will be important to also focus and continue with the work, learning, and the state of living because I know that is what Ms. Tilman would want us to do.

Sarah Tilman, Advanced Placement and 9th grade Biology Teacher at Wilson, passed away on Monday due to sudden illness. The school's administration and support services will provide information, support and grief counseling on Wednesday when students arrive at school.

Join us at 7:00 to learn about the signs and symptoms of mental health challenges facing our adolescents. Guest speaker Karen Marshall will provide information on teens and mental health issues. Karen is a career journalist with extensive experience in print, broadcast and web-based reporting. After losing her father and an uncle to suicide, she became involved in suicide prevention efforts nearly 20 years ago, first as a volunteer and later in professional capacities. She conducts suicide prevention and healing workshops and seminars in the US and internationally. Currently, Karen is the Program Development Director for the Washington, DC-based American Association of Suicidology (AAS). She is a National Advisory Board member of the University of Michigan's DepressionCenter.

- Following her presentation the meeting will be open to discussion, questions and ideas from parents and others attending.

Summer Leadership Retreat for Girls

Running Start is pleased to announce that we will be hosting our third annual Young Women's Political Leadership Retreat this summer to train high school girls in political leadership skills and advocacy. Fifty girls from across the United States, who are rising sophomores, juniors and seniors, will be chosen to participate in this exciting program. The retreat, which will take place at American University in Washington, DC over 4 days and203 nights, will allow the participants to meet extraordinary women leaders of diverse backgrounds and learn about the importance of having more women in political leadership, and the importance of running for office themselves.

Just as we strive for diversity in leadership in government, Running Start also strives for diversity in our summer program. We extend the opportunity to participate in the program to girls from all different backgrounds, from public, private and charter schools, and from all 50 States.

Summer Leadership Retreat

The Leadership Retreat will train the girls in important leadership skills including:
- Public speaking
- Advocacy
- Role-playing and debate
- Collaboration
- Persuasive writing

The girls will learn about political leadership by working with inspirational women leaders, including Congresswomen and other elected officials and leaders in business, media and law. Experts in public speaking and advocacy will train them. We will put their own leadership in the context of the history of women in politics, and show them how vital their participation is. The girls will have the chance to practice their own leadership skills with both their peers and experts in the political field. They will learn by doing, and most of the sessions will be highly interactive. By the end of the summer retreat they will have gained confidence in their own leadership abilities, and be ready to bring their leadership to their schools and communities.

Our Goals

Ultimately, the goal is to equip these young women with the skills, knowledge, and sense of leadership necessary to make informed, compassionate, and powerful change wherever they choose to go. The program will give the girls the tools necessary to actively engage on issues in their communities and abroad. We hope that these early leadership lessons will show the girls that political leadership is an excellent way to be an agent of change, and that they have the power to lead.

The girls will be chosen based on their leadership potential, demonstrated commitment to improvement or excellence in academics, and passion for community, government, service, and peer mentoring. Program Details

* The 2009 program will run from Saturday, June 6 to Saturday, August 1.
* Students must commit to two summers.
* Tuition and housing are paid for by the Institute.
* Students will be placed at paid internships based on their career interest (a stipend of $3000 will be provided for those placed at unpaid internships)

You should be a sophomore to apply. Although the Institute does not have a GPA requirement, the average GPA for participants is a 3.65. An applicant's GPA is not the only criterion that is considered during the admissions process. Other achievements such as campus involvement, honors and awards earned, athletics, and volunteer work are looked upon favorably.

Message from Wilson HS Principal Pete Cahall:

We have completed our first advisory and I am pleased to inform you that the state of Wilson is strong but needs to improve even more.

Our biggest problem right now is getting students to school and to each of their classes on time. When students are late to school or to class, they are missing valuable instruction and it is a disruption to our learning climate. Our school day begins at 8:45 am and we need students to be at school on time. Students also have five minutes to transition from one class to the next. I have found this to be enough time to from any point in the building however students stop to socialize and do not move to their next class until the bell rings to begin class.

Therefore, beginning Thursday, November 6, we will institute random daily hall sweeps. Any student found in the hall after the bell rings will be escorted to a holding room where we will assign a consequence ranging from lunch detention to suspension for repeat offenders. I know that we may think that this is a drastic step but please trust me when I say that we need to do this to maintain control and order in our school.

I hope that you will assist us in talking with your student about the need to be on time to school and to each class. I hope that you will support us in our effort to provide a safe and conducive learning climate for all of our students. I believe that if we can successfully eliminate this problem that we will find that many of the other problems that we encounter disappear. Thank you. Back to Normal - With homecoming two weeks ago and having three advisory periods last week due to the DCBAS and enrollment audit, we will have a regular schedule this week and hopefully get back to the basics in adhering to the our established expectations.

Refocus, Remind, Reinforce - We have completed our first advisory and I want to share with you my assessment of our performance. Therefore, I will be addressing the Wilson student-body and staff on Wednesday via closed circuit TV. During this time, I will share what is working and what needs to be changed or improved. This is the beginning of phase two of the year one plan in making Wilson the Model Urban High School in the United States of America.

ACE Mentor Program - We will be meeting this Thursday (11/6) after school in Room 320 for our field trip. Please see Mr. O'Steen if you need to get the permission slip forms for touring the pool construction site. These forms must be turned in for you to take part in the hard hat tour. Please be sure to wear durable, close-toed shoes that you wouldn't mind getting dirty/muddy. See you then!

Report Cards - To be distributed to students in homeroom on Friday (15 minutes). A schedule will be created and announced. A copy of the report card will be mailed home also.

Historic Election - The general election will be this Tuesday, November 4, 2008 and school is open for students. It is the first election where a female will be elected as the Vice President or the first African American elected as president. I have requested that teachers participate in the "Homework Free" night on Tuesday so that students can follow the election results. Please understand that this request is only that a request and a teacher has the option of assigning homework. We expect all students to be in school on Tuesday and Wednesday. If you are 18 or older, I encourage you to vote.

Community Service Hours - Students, who have community service hours, please turn them into Ms. Spinner in the Counseling Office.

Emerging Leaders Intern Program - Students who signed up for "The Mayor's Emerging Leaders Intern Program," please see Ms. Spinner the Counseling Office.

Miss District of Columbia - If you are interested in participating in this year's Miss District of Columbia USA and Miss District of Columbia Teen USA pageants, you can pick up information and an application from Ms. Spinner in the Counseling Office. To be eligible, you must be single, never given birth to a child, a United States citizen, a resident of or attending school in the District of Columbia, and between the ages of 15 and 26.

United Nations Association Essay Contest - If you are interested in submitting an essay for the United Nations Essay Contest, please see Ms. Spinner in the Counseling Office for additional information. Winners will receive up to $500 in prize money. The deadline for submission is November 14, 2008.

National High School Oratorical Scholarship Program - The American Legion will sponsor the National High School Oratorical Scholarship Program, a Constitutional Speech Contest, with scholarship prizes up to $18,000 for first place. The District of Columbia Contest will be held on February 18-20, 2009. Please see Ms. Spinner in the Counseling Office for additional information.

Remembering FRANKLIN FANTROY

Wilson Senior, Franklin Fantroy was shot and killed as a result of senseless violence.

He was the victim of an armed robbery as he walked home from the neighborhood recreation center.

His family and friends are in our prayers.

Putting Service in Spirit Week - Did you know Wilson is the only high school in DC that hosts a blood drive? On Tuesday, October 21st, we held our seventh annual Blood Drive in collaboration with the Red Cross, Wilson’s SciMaTech Academy and the Math, Science and Computer Science Departments. Sixty eight (68) students, faculty staff, parents and community members offered to donate the “gift of life” and 33 pints of blood were collected.

This year’s blood drive was dedicated to Mr. Lorenzo Morgan and Mr. Jeff Schultz, two Wilson staff who recently underwent surgery. Thanks to every one who offered to donate and to the blood drive planning team chaired by SciMaTech’s Camille Huggins and Ben Mingo. The rest of the planning team included Raul Gonzalez, Hebing Zhou , Hong Qian Zhu, Nabila Mangum, Bo Ratha, Adam Roberts, Wei Zheng.

YOUTH VENTURE - Youth Venture is a DCPS Office of Out of School Time vetted organization which funds student groups or businesses that wish to make a positive social impact on the world. Their "DREAM IT DO IT" Challenge begins on October 18th and they would like to invite Wilson students to apply for the program. 10 sessions of planning and learning allows students to get up to $1000 in seed money for their program which addresses a unique community need. Upcoming events from the Music Department: If any faculty member is interested in singing Carol of the Bells and Silent Night in the Annual Winter Concert (December 16, 6:00 PM), please meet in Room A-1 during S.T.E.P. on Friday. Additional rehearsals will be announced.

In honor of Hispanic Heritage Month, 70 students in the Music Department will attend a performance by Na'Rimba at the Cultural Institute of Mexico on Monday, October 6. Homecoming Battle of the Bands – Would like to have your band perform at STEP during homecoming week? If so, please write a letter (typed) to Mr. Cahall with the members of your band, type of music, and a short explanation as to how your band will add to the positive school climate that we have established this year by Friday, October 3, 2008. Congratulations JROTC - Cadet Lieutenant Colonel Gerald Foster and Cadet Sergeant Major Nigel Draper, both WSHS seniors and four-year JROTC cadets, were selected as the Commander and Senior Non-Commissioned Officer, respectively. A clean sweep, for two bright, dedicated, deserving young gentlemen who I am sure will serve in the highest traditions of WSHS and the JROTC program.

Theft – Unfortunately, we live in a world where people will steal from other people. We have experienced an increase in the theft of personal belongings last week. We are asking students to ensure that they secure and/or lock all personal items. Please do not share your locker or lock combination with any other student. You are reminded not to leave your personal belongings unattended. I have put our administrative team, security officers, and police officers on high alert so that we can address this issue. Your help and cooperation in following the directives above is appreciated and will help to reduce the amount of theft in our school.

CREDIT RECOVERY - Credit recovery has come to Wilson! Students may take up to three credits after school from 3:30 pm to 6:00 pm Monday through Thursday. Parental and counselor approval is necessary for enrollment. Credit recovery is sponsored by the DCPS Office of Out of School Time and is at no cost to the student. Students should stop by Room 227 and see Ms. Josephson, the After School Programs Site Coordinator, or email her at Jamie.Josephson@dc.gov for more information.

Preliminary Scholastic Appitude Test (PSAT) – Will be given to all students in grades 11, 10, and 9 on Wednesday, October 15, 2008. Please put this on your calendar as it is our goal for all students to take this very important assessment.

Student Fare Card Sales – In order to purchase a student fare card, you must complete a deposit slip with the following information: date, your name, and the amount ($26.00).

Special Olympics – All participants in the Summer Olympics must see Mr. Gerald before starting your event. Captains for basketball, soccer, and volleyball, please see Mr. Gerald for rules and regulations of your sport. Everyone is responsible for checking the day and date of your contest. The front and side doors near the gym area will give you additional information.

Library Media Crew – Do you enjoy shooting videos? Have you built your own computer? Can you design a webpage or lay audio in a PowerPoint or Moviemaker file? If you can do one or more of these, we invite you to join the Library Media Crew. Yearbook Sales – We are reviving an old tradition. It is now cool to buy a Yearbook. Yearbooks can be purchased at the school bank or online at http://www.yearbookordercenter.com/ (school order # 5676). National College Fair - Junior and senior students are invited to attend the National College Fair held at the Washington Convention Center on September 29, 2008 from 10:00 a.m.-12:00 p.m. There will be workshops focusing on financial aid, student athletes, and the college experience. This is a citywide event; therefore, students will travel with their respective schools. There are only 170 seats available for our Wilson junior and senior students. Students can pick up a permission slip from Ms. Bean, the College and Career Coordinator; Ms. Spinner, the Guidance Counselors' Assistant, and Ms. Hall, the DC CAP Adviser. Permission slips are due by this Thursday, September 25th. For more information, students may talk with their counselors.

Hispanic Heritage Month – It begins today. Celebrate Wilson’s diversity by learning more about Hispanic culture and traditions. Be on the look out for opportunities and activities to celebrate our Hispanic students, staff, and school community members.

Congratulations Our Football Team - The Wilson Tigers scored a resounding victory over Maret 41 to 10 Friday evening. It was an impressive win! From what I am told, we had more fans than Wilson has had in years. The team plays this Friday, September 19th against Coolidge at 7 pm. I strongly encourage you to show your school spirit and pride this Friday and make some noise.

Back to School Night – Our Back to School Night is this Thursday, September 18th from 7 pm - 9 pm. This event is for parents and guardians only. You will be given a copy of your schedule to take home to your parents in Wednesday’s advisory. Please remind and encourage your parent(s) to attend this important event, as we want to work with your parents to ensure your academic success this year.

Recruiting Student Leaders – We are in the process of having students complete petitions to run for SGA or class officers. DC Youth Advisory Council - (DCYAC) is pleased to announce that we are currently accepting applications for the 2008-2009 council. Located within the Executive Office of the Mayor, the DCYAC was created by District youth and officials in order for young people to have an official ongoing voice in the policies, programs and actions within the city. The DCYAC is responsible for influencing change in legislation and policies that impact youth, and for developing more youth and adult partnerships.

The DCYAC consists of 32 council members, between the ages of 13 and 22, selected from various sectors of the District (3 members from each of the 8 wards and 8 at-large representatives who have experience with the Juvenile Justice System and Foster Care). The Youth Advisory Council advises the Mayor, the District Council, DC public schools, other key decision makers in the District government, and other adult leaders in the District by:

It Is A New Day (A Message from Mr. Cahall) – Let me first tell you how proud and pleased I am with what I am seeing from our students. However, there is one area that I am concerned about and want all of us to focus on in the near future. The focus is being on time to school and to each class. I have made it my mission and central theme that I will ensure that our students are provided a world-class education in a respectful and nurturing school community. As a result, I have high expectations for our students. One of my expectations is that students are on time to school and to each class. This is a starting point in establishing an expectation that your education is important to you and that you want to learn.

On Wednesday, September 17 during homeroom, I will present my plan to our school community via closed circuit TV that will outline the goals, plans, consequences, and incentives for having students arrive to school on time. We will share our plan with parents and our community via our webpage, list-serve, and newsletters to ensure that everyone understands the plan and the rationale behind the plan. Please assist and support us, as we want to provide every student with a high quality education. It begins with the little things such as being on time to school and to class.

Wilson Players Fall Production - If you are interested in participating in our fall production, keep your eyes peeled for sign announcing audition dates. The play this year will be "One Flew Over the Cuckoo's Nest."

Wilson Cheerleading Tryouts - Cheerleading try-outs will be held on September 9 through 11 beginning at 4:00 pm in the gymnasium. Please dress in athletic shoes, shorts, and either a black, green, white or gray shirt. Please be prompt and ready to work.

Ragtime Auditions - Auditions for this year's Wilson Musical, RAGTIME, will be held this week in the auditorium after school. Singing and acting auditions are Monday, September 8 and Tuesday, September 9 from 3:30 to 5:30. You only need to come to one of these days. Please prepare a song to sing (preferably a song from a musical) that shows off your vocal range and musical ability. Dance auditions are Wednesday, September 10 from 3:30 to 5:00. Students interested in working on the tech crew should come by to any of these dates and times for auditions.

SAT Fee Waivers - Please see Ms. Hall in room B16 during STEP to register for the SAT. Fee waivers are available.

Textbooks - If you owe money for lost or stolen textbooks, please see Ms. Cunningham in the bookroom during STEP to set up a payment plan so that you can obtain your textbooks for this year.

No Free Lunch - Beginning on Monday, students will be required to pay for lunch if they do not qualify for free or reduced lunch. Students who qualified for free or reduced lunch last year will continue to receive this benefit until October 1, 2008 but must know their ID number. If you have received free or reduced lunch in the past, you will need to complete a new application. Applications will be available in the main office and in the counseling center.

Homecoming Date Changed - The date of our homecoming has been changed to the week of October 20-24 with the homecoming football game on October 25 at 12:00 vs. Dunbar.

Please tell as many students (and their parents) as you can think of who may benefit from this "test run" of taking the SAT.

This can give students an idea of where they are strong, where they may need to"step up" studying for a certain subject, etc. It can also help subdue or erase apprehensions about taking the test. In other words, it can only help a student do even better when they take the test and are able to use the score to assist with university/college entrance applications.

If you can think of anyone who might be interested in taking advantage of this opportunity, be sure to pass this information on.

Closing the Digital Divide

FAMU CIS Program seeks to resolve the Digital Divide between African-American women with new half-million dollar grant for scholarships

The FAMU Computer Information Sciences (CIS) Program gets a $552,000 National Science Foundation (NSF) grant dedicated to recruiting minority women to computer science and information technology disciplines.

Women who apply to AAWCS will be accepted based on financial need, and will be awarded a scholarship of between $3,000 and $5,000 per semester. In addition to the funding, the women will participate in CIS departmental clubs and organizations, such as the Association for Computing Machinery (ACM) Club, the National Society of Black Engineers (NSBE), and the CIS Mentoring Organization (CISMO).

An added benefit to the students is the conference participation, where selected AAWCS scholars will be chosen to attend two national conferences, including the Grace Hopper Celebration of Women in Computing and the National Conference of Women in Information Technology (NCWIT).

The AAWCS program runs through June 30, 2012.

Come help get the grounds of Wilson ready for the new 2008-2009 school year. There will be everything, from mulching, painting, picking up litter to get prepped for school, which begins the following Monday. The hope is also to get the flagpole rope fixed so stars and stripes will fly on the 25th.

Students this is a chance to earn up to (five) community service hours while improving your school.

Community Service Hours forms can be accessed from Wilson's website http://www.wilsonhs.org/. On the site under the left column select: Students & Parents. Then in the drop-down go to the fourth bullet to display the community service forms. You can print them from there using this link http://www.wilsonhs.org/admin/page3.pdf.

Community Service Certification will be done by Alex Wilson, Wilson SHS Director of Academic Development. Mr. Wilson will take students' names and hours and complete their community service sheets for them.

The meeting was called to order at 7:35 am.

I. Adoption of MinutesThe June minutes were adopted.

II. LSRT Appointments – Community and Additional

Margot Berkey and Erich Martel tried to determine the current requirements for the composition of our LSRT. They directed us to choose one community member, after which we could choose the "Other" members. Ms. Norgie Bigger, a candidate for community member, introduced herself. The candidate from Asian LEAD had to withdraw, but the program said they would try to send an observer to some of the meetings. Ms. Bigger was voted to be this year's community rep.

In considering an additional member, several issues were raised. Mr. Bargeman was an additional member last year and could be named again. We have agreed that we need to have more representation from the Special Ed department and from the Asian community at Wilson. Mr. Martel will seek clarification on whether or not the new math and literacy coaches will take up our "other" slots on the LSRT. Members of the Roving Leaders have been suggested. We need to be cognizant of balancing parent and teacher voices on the LSRT as we bring in new appointments. It was agreed that we table the discussion of "other" members until the next meeting.

III. Determination of LSRT Schedule

Because some find the 7:30 am time difficult and others find the afternoon meeting time a challenge, it was decided that we hold the first, and main, LSRT meeting on the 2nd Tuesday of each month (when possible) at 4:30 pm. If at the end of that meeting another one is required, it will be held on the 4th Tuesday of the month at 7:30 am. Because of reconfigurations, the meeting may be moved from Room 124, but at least the meeting on August 5th at 4:30 p.m. will be held there.

The schedule for the year's main meetings at 4:30 pm is: Sept. 9, Oct. 14, Nov. 4, Dec. 9, Jan. 13, Feb. 10, Mar. 17, Apr. 14, May 12, June 9.

IV. Principal's Report

a. Introduction of Administrative Team

Mr. Cahall introduced Mary Beth Waits and Charlette Butler, our new Assistant Principals. The third Assistant Principal is Jaime Merlos.

Mr. Cahall explained that he spent last week at the University of Virginia at a School Turnaround training. Principals from DC, Louisiana, Chicago and elsewhere attended. They learned about a tool for monitoring progress during the year – Scorecard. They developed action plans and refined the Local School Plan to two pages. Mr. Cahall is ready to set up project groups, through the LSRT and others, to tackle many different aspects of school life such as school attendance and tardiness, policies on hats and electronic devices, communications, and parent involvement. There will also be groups looking at issues such as math and reading assessment intervention and monitoring Honors/AP enrollment participation and performance, inclusion/co-teaching special ed. Mr. Cahall will be making a 90-day plan and Wilson will be visited in October by a representative from the UVA program. There will also be a 2 year plan. In January Mr. Cahall will take a team of 3 people to UVA for further training.

b. Vacancies/Hiring

Mr. Cahall is working as quickly as possible to fill over 20 vacancies, but can only work as fast as he is supported by the central office. He is still waiting to hear how Special Ed will be staffed and whether the four special ed teachers on our local budget include the teachers in self-contained classrooms [this was later clarified that self-contained classroom teachers are funded by the Office of the State Superintendent]. Ms. Berkey reported that Parents United and Mary Levy analyzed the staffing in the restructuring schools across the city and did not see how the staffing models would meet the needs of the schools. There isn't clarity on whether counselors are 10-, 11-, or 12-month employees. Mr. Cahall reported difficulty in getting clear answers from the central office, with the exception of the Chancellor.

At the time of the meeting: Four of five counselors had been hired. The science department was fully staffed. The math dept. needed 2 teachers. English and social studies were in good shape. We still needed 1 PE teacher, 1 Spanish teacher, and one Latin teacher. The 9th grade Academy was fully staffed. The College Bureau will be staffed.

c. Budget

Ms. Butler is working on the OTPS (Other Than Personnel) items in the budget and clarifying Title I and Title II requirements. The Twilight program might use Title I money, for instance. DCPS is in danger of losing that money if it isn't used according to Federal guidelines. Ms. Butler is also looking for appropriate sources of funds for the Jump Start program for rising 9th graders and the 9th grade orientations.

The total OTPS budget for this year is $338,000, of which we can use $10,000 until October 1st. Each department would therefore get $700. This presents a challenge because two departments, science and art, have more expenditures to make at the beginning of the year than the others. It was suggested that the departments could voluntarily work out an alternative, voluntary funding formula to reflect differing needs for the departments.

d. Master Schedule

Assistant Principal Waits is working on the master schedule. A decision needs to be made on the lunch period so she can proceed. Mr. Cahall said he preferred the single lunch period if it is highly structured. He presented the LSRT with 4 lunch options, two of which involved a single lunch period. The LSRT reached consensus on a single lunch period using a structure entitled STEP (Student Teacher Enrichment Period), which would include diverse activities for students and help with monitoring by the teachers. Mr. Cahall would like to refine the structural support with a team of 5 parents, 5 students and 5 teachers. Julie Caccamise, Charlette Butler and Hanna Mahon will try to find 5 students who represent different grade levels and backgrounds. The PTSA will be asked for similar suggestions from the parents. Mr. Martel will find volunteers from the teachers. The first meeting of the STEP task force will be Thursday, July 24, at 4:30 pm. The group will meet periodically during the school year as needed.

V. Facilities and Business Report

The idea has been raised previously that the WMC could assist with managing Wilson's OTPS money – not to decide how to spend it but to improve the efficiency with which it flows through the school. The WMC Board represents the diversity of stakeholders at Wilson, and DCPS would provide ultimate oversight. Mr. Martel emphasized how important it would be for the LSRT to get monthly reports on the WMC expenditures, and how important it is that the LSRT, NOT the WMC, retain the function of advising the principal on expenditures. He welcomed the monthly expenditure reports because it has been almost impossible to obtain them before this. Mary Froning will forward the WMC proposal to the LSRT members.

VI. Summer Transition Programs

Three proposed plans, from Mr. Cahall, Ms. Berkey, and Mr. Bargeman, were blended into one. New Parent Orientation will take place August 21. New Student Orientation will take place August 22. Parents will be encouraged during their meeting to send their children to the orientation the next day.Ms. Butler has been working on the new student handbook which will be mailed home in the summer mailing. It has very specific information on the calendar (including the AP and DCCAS exam schedules) and on other important items such as the dress code, absences and tardiness.

During the first 3 days of school there will be student orientations during which expectations will be made very clear. The students will be assessed afterward, and students who do not understand the new guidelines will have to stay in orientation until they do.

Mr. Cahall suggested that Back to School Night be held Thursday, Sept. 18th.

The meeting was adjourned at 10:40 am.

The next meeting will be held on August 5th at 7:30 am. If another meeting is necessary, it will beheld August 26th at 4:30 pm.

National Council of Negro Women to Host GLOBAL GIRLS Town Hall Meeting

Washington, DC – The National Council of Negro Women (NCNW) will host its first GLOBAL GIRLS Town Hall Meeting on Saturday, August 9, 2008 from 12:00 Noon to 4:00 p.m.

Led by Dr. Dorothy I. Height, Chair and President Emerita (NCNW) and hosted by NCNW’s Bethune Program Development Center (BPDC), this event will feature Comedian, Motivational Speaker and Actress, Meshelle Shields (The Indie-Mom of Comedy). The GLOBAL GIRLS Town Hall Meeting will be held at the NCNW Headquarters, which is located at 633 Pennsylvania Avenue, NW, Washington, DC 20004.

The GLOBAL GIRLS Town Hall Meeting will bring together girls, ages 13-18, from different cultures for an afternoon of fun and empowerment. Participants will address their challenges, exchange ideas, mobilize their voices for change, and dialogue with adult women about what girls REALLY need to succeed. Young girls will hear first-hand from Dr. Dorothy I. Height as she shares her personal experiences and reinforces her message of strength and hope for the next generation of female leaders.

According to Janice Ferebee, BPDC Director, “girls [of color] in the 21st century are faced with challenges which threaten their future including lack of self-worth, teen pregnancy, media exploitation, and lack of leadership and mentoring.” Despite these challenges, girls [of color] not only can, but do prosper, compete and lead with the support of women who believe and invest in them. NCNW continues to provide national and local initiatives aimed at strengthening the ties between girls and women and offers opportunities for leadership and personal development through the 50 NCNW Youth and Collegiate sections.

Dear Principal Pete Cahall, Chancellor Michelle Rhee and DC Council Members,

A decision was made not to rehire Dr. Art Siebens. The question to Mr. Cahall and Chancellor Rhee, do you stand by that decision, as well as, the decision not to invite other Wilson staff to return?

This is being raised because it is apparent that little to no consideration was given to parents, students and community members that clearly are not in favor of the rehiring of Dr. Siebens, during testimony at two recent DC City Council hearings. This is evident by several council members going on record supporting his reinstatement without any acknowledgement, consideration or discussion to strong opposition to their sentiments.

We the members of the Wilson Minority Parents Alliance unanimously decided not to support the rehiring of Dr. Siebens because of assertions of his mistreatment of African American and Latino students. Attached is a copy of the original June 30, 2008 letter detailing our concerns regarding this matter that we sent to Principal Cahall, Chancellor Rhee, council members and others during the Wilson staff appeals process.

It is egregious and irresponsible for officials to make a public statement supporting those on either side of this highly controversial and sensitive issue without first recognizing and investigating all views. Since we were not aware of last week’s testimony opportunities until after the fact, i.e. the Friday, July 11th and Saturday, July 12th hearings as posted on the Wilson Listserv, we offer the enclosed material for your edification. Members of the alliance are amenable to meeting and speaking with Wilson’s principal, the Chancellor and members of the City Council and Board of Education, where we can have an open comprehensive discussion about our concerns.

Our membership represents the largest of the school population which is 75% students of color comprised of African Americans, Asians, Latinos and those of mixed ethnicity.
